Criminal Records Bureau Checks/ISA registration
CRB checks
NEBP is registered as an Umbrella Body with the CRB. This means we
can provide access to the CRB Disclosure service for non-registered organisations.
An individual cannot make an application for a Disclosure directly, and the
Disclosure service does not apply to those people who are self-employed. This
is because there needs to be an independent person who makes the decision to
employ an individual having assessed that they pose no threat to either children
or vulnerable adults in their care. If a person is self-employed there
is no independent third party to make that decision.
CRB charge £36 per application, but the CRB check is free to volunteers. NEBP
make an additional charge of £20 per application for processing the form.
A volunteer is defined as a person engaged in an activity which involves
spending time, unpaid (except for travel and other approved out-of-pocket expenses),
doing something which aims to benefit some third party other than or in addition
to a close relative.
Vetting and Barring Scheme/ISA-registration
From July 2010 all new employees, those moving jobs and volunteers who want
to work with children or vulnerable adults can register with the Independent
Safeguarding Authority. From November 2010, they must be ISA-registered. It
will be a criminal offence to work in a regulated activity role without being
ISA-registered.
ISA-registration will not replace the CRB disclosure process, but represents
an extra level of safeguarding.
Under the Vetting and Barring Scheme:
- Anyone wanting to undertake regulated activity with children or vulnerable
adults will be required to register with the ISA by law. Regulated
activity is defined as working with children or vulnerable adults frequently
(once a week or more except in health and social care services when it means
once a month or more) or intensively (4 times per month or more with the
same vulnerable group, or overnight). - Employers will be legally required to check that new employees are
ISA-registered and they can only be taken on when the applicant’s ISA-registration
has been confirmed. It will be illegal to employ people who are not registered.. - When a person becomes ISA-registered their records will be continuously
updated and their status reassessed against any new information which may
come to light. - Employers can register an interest in an individual’s ISA-registration
status to be proactively informed of changes in an employee’s registration
status.
From July 26th 2010 you will be able to apply for a CRB check, an ISA registration
or both, via the NEBP. The charge for an ISA registration is £64, plus
the NEBP fee of £20. The CRB make no charge for the ISA-registration of an
unpaid volunteer.
You can apply for a CRB check and an ISA–registration using the same form. If
you choose to do this an enhanced CRB check will be provided at no further
charge.
